More resilient single sign-on​

Teams that sign in with OIDC single sign-on will see fewer failures when their identity provider's discovery endpoint is slow or temporarily unavailable. Sign-in now handles those cases more gracefully and captures clearer diagnostics when something does go wrong, which makes issues faster to track down.
